parents can PICK or not where kids go?TEXAS/help

We've just ran into a situation that maybe someone here can help me with. My cousins daughter (who we have seen 1 time since she was ten) lost her kids to CPS. After hearing this from my mother, My husb. and I agreed to do kinship care, and were approved. The day before we were to pick the girls up for final custody the caseworker called and said that the parents wanted their kids to stay in CPS cusotdy, and because we were not on the inital list the mother filled out who could take the kids, we now were NOT going to get them. (The husb. is an alcoholic and when my great neice went back to him (very abusive and controlling)he came up with the deal that no-one in her family could take care of the girls, and she is going along with him. IN MY MIND, he is just breaking all ties with her family from her to have MORE CONTROL.
I am really upset that these 2 little girls are being made to stay without benefit of a famiy member who has some care for them. ALSO I wonder if because this caseworker did not like my aunt (the girls gr grandmother)as she told the caseworker that she was overstping some of her authority and made some accusations..that this is also the reason why caseworker is going along with them.
NOW, I AM TRYING TO HELP my g.neice, but then we enter into this game playing control thing= I wouldn't be so upset, but these little girls are only 2 months old, and 2 yrs old, and already the 2 yr old is showing emotional distress/disorders. I am an early childhood teacher and can work with the girls to minimize the damage if nothing else. My question is CAN THE PARENTS (who have a LONG LONG service plan) REALLY tell CPS what they want their kids to be placed? The caseworker even told me that she fully believed the kids would NEVEr be returnd to the parents, so we are worried about family members being adopted by the foster mothers daughter, *who has a THING about adopting the kids her mother has had. As a taxpayer it also kinda pisses me off that here we are willing to take the girls, and are not allowed to, YET WE PAY THE TAXES for the state to take care of them. IS THERE ANYONE I can turn too. IS THERE ANYTHING WE CAN DO TO FIGHT FOR THESE GIRLS? I feel so bad for them.
