"didn't have "court papers"--only notarized papers"
This may be useful:
LEGAL GUARDIAN Check out the possibility of getting "Legal Guardian". This is a specific thing. There are many different and many complicated others but this one may be the least troublesome. You have to file legal papers in court and the papers have to be signed by a judge. You may also need notarized papers from the birth parent(s) to make this go smoothly.
POWER OF ATTORNEY Check out "Power of Attorney" for immediate results. The birth parents can normally sign a temporary power of attorney form to give you almost full control of their child for 30 days. Check this possibility out.
PARALEGAL Use a paralegal if needed. Call and speak with all of them in your area before hiring one. Their competence and prices usually vary. Remember paralegals cannot and will not give you any legal advice but they do help you find and fill out the correct legal paperwork.
